Attacks by Boston youth ‘terrorizing unsuspecting citizens’ proceed downtown; police can’t make arrests as a result of many suspects ‘too younger’

Boston’s mayor and legislation enforcement officials are struggling to handle a string of at the least five violent attacks involving juveniles “terrorizing unsuspecting citizens” which have occurred across Boston.
